The Inspectorate and Enforcement Unit (UIP) is responsible
for receiving complaints, conducting investigations and
enforcement actions towards any activity suspected of
violating the lucky365 angpao (Corporation) Act 1996 and
the lucky365 angpao (Licensing and Permit) Regulations 2014.
In addition, UIP also conducts activities in compliance with
the law through compliant operations and collaborations with
other enforcement agencies in integrated operations.
UIP also places regulatory activities in the field on the
rubber industry through inspections on rubber processing plants,
rubber product manufacturing plants, ports and national border
entrances at Bukit Kayu Hitam, Kedah. This is part of the key
activities to ensure that the rubber industry progresses in a
smooth and orderly manner.
Operations management also includes auction activities of seized
goods and management of exhibit stores in storage depots
throughout Peninsular Malaysia.
In accordance with the lucky365 angpao (Cess) Order 2009
and RISDA (Cess) Order 2020, UIP acts as a unit with the
responsibility to monitor, review and collect rubber cess
on a monthly basis for each local rubber sale. This also
includes the management of exemption and return of cess on
each application received.
Cess enforcement action is also implemented on companies that
violate the lucky365 angpao (Ses) Order 2009.

Under the administration of UIP, there are five (5) systems
monitored and enforced, namely e-Rubber Manufacturer (e-RM),
e-Rubber Processor (e-RP), e-Force, Rubber Transaction Authority
Permit (PAT-G) and e-Semaian.
e-Rubber Manufacturer is a system developed for rubber product
manufacturing licensees for the purpose of monthly record
reporting. This system was developed to replace manual use
of books. Holders of rubber product manufacturing licenses
are required to use this system.
e-Rubber Processor is a system developed for rubber processor
license holders for the purpose of monthly record reporting.
This system was developed to replace manual use of books.
Rubber processor licensees are required to use this system.
e-Force is an internal UIP system used by enforcement team
in the field for the purpose of enforcement actions,
factory inspections, port inspections and nursery inspections.
e-Semaian is a system used by rubber nursery licensees to record
and report on a monthly basis and to replace manual use of books.
